Apprenticeship and Trades Certification Division
Services
The Industrial Training unit of this division is responsible for
implementation of policies approved by the Provincial Apprenticeship and
Certification Board (PACB) under the authority of the
Apprenticeship and Certification Act. Specific services include:
- overseeing the development of skilled tradespeople to meet provincial
and inter-provincial Red Seal standards thus facilitating mobility of
workers;
- registering and monitoring progress of apprentices for in-school and
on-the-job training;
- administering provincial and inter-provincial Red Seal examinations;
- issuing and renewing journeyperson certificates;
- maintaining the provincial Apprenticeship Information Management System
for apprentices and journeypersons;
- liaising with training institutions, employers and other industry
stakeholders to ensure that quality of training is maintained;
- promoting apprenticeship to schools and the general public;
- implementing power engineering certification policies under the Boiler
Pressure Vessel regulations of the Public Safety Act; and
- providing registration, provincial and inter-provincial examination and
certification services for power engineers working in the province.

The Curriculum and Standards section of the division is responsible for:
- developing and updating provincial and inter-provincial Red Seal
occupational standards through the involvement of trade advisory committees;
- developing and updating provincial Plans Of Training;
- maintaining the national ICEMS computerized system for the generation of
certification examinations;
- coordinating with other jurisdictions in analyzing examination results
and transfer of records;
- administering federal funding for public and private training
institutions to offer apprenticeship, post-journeyperson and skills
enhancement training in response to labour market needs; and
- administering a program accreditation process to support quality control
of apprenticeship programs offered by public and private training
institutions.
